Senior Executive Officer competitions in Irish local authorities

The Senior Executive Officer (SEO) is the Grade 8 management post in an Irish local authority. It reports to a Director of Service, manages staff up to Administrative Officer (Grade 7) level, and deputises for the Director when required. Competitions for the grade are run council by council, usually through publicjobs.ie, and the level also appears under other titles: Head of Enterprise and Head of Communications posts, for example, are typically filled at SEO grade.

One thing worth knowing before anything else: the essential requirements for the grade are declared by the Minister for Housing, Local Government and Heritage, so they are effectively the same across all 31 local authorities, and the competency model barely varies from one candidate booklet to the next. A panel in one council will not transfer to another, but your preparation will.

I coach candidates for local authority and civil service competitions, and SEO campaigns are among the hardest to call. Not because the process is opaque. It isn't. The candidate booklet tells you exactly what the board will assess. They are hard because the competition is difficult from both directions at once.

A door that is hard to open from either side

If you are outside local government, entry at this level is genuinely difficult. The essential requirements are experience-based rather than qualification-based, so a candidate from a government department, an agency or the private sector can compete. But the ideal candidate profile is written in the language of local authority delivery: elected members, reserved functions, area committees, service plans. If you cannot translate your experience into that world convincingly, the board has no way to place you in it.

If you are inside the council, the problem inverts. You are surrounded by colleagues with broadly similar careers, similar projects and, often, the same referees. Everyone applying has managed staff, run a budget and delivered a programme. The application form is where you separate yourself, and this is exactly where strong internal candidates fall down. They write in shorthand, assuming the board already knows what they did on the housing programme or the flood scheme. The board can only mark what is on the page, and shortlisting is done by an expert board examining application forms against agreed criteria. Your reputation in the building does not travel into that room.

What the grade actually asks of you

The real shift at SEO level is exposure. An SEO is expected to be across several service areas at once and to have full command of each brief, because the information you hand your Director of Service may go straight to the Chief Executive, or to elected members at full Council or Area Committee level, without anyone checking it in between. You are on the front line. There is no one left to hide behind.

That changes what the board is looking for in your examples. At Grade 7 you can succeed by executing well within a defined brief. At Grade 8 you are the person who frames the problem, weighs the options and brings a recommendation. So your application and interview answers need to show you solving problems and tackling issues yourself, not escalating them for someone above you to sort out.

The people dimension pulls in two directions at once. You will typically have several Administrative Officers reporting to you, and they need you as a sounding board: someone who can test their thinking, unblock their work and develop them. At the same time you are the counsellor to your Director, the person they rely on for a straight read of a situation before they commit to a position. Good SEO candidates show evidence of both, and of the judgement to know which role a given moment requires.

The competencies are published. Use them.

The standard local authority competency model for the grade has six parts: leadership; judgement, analysis and decision making; management and delivery of results; interpersonal and communication skills; drive and commitment to public service values; and knowledge and expertise. The selection process may include shortlisting based on the application form, a preliminary interview and a final competitive interview, with successful candidates placed on a panel that usually runs for 18 to 24 months.

Every example you offer, on the form and in the room, should map to one of those six areas and show scale appropriate to Grade 8: decisions you took, not meetings you attended. One to two focused sessions on the application form, before you submit it, is usually the highest-value preparation you can do, because in a large field the form is the interview before the interview.
